الأثر المالي لتفشي المخدرات على الموازنات العامة(دراسة مقارنة)

الملخص
تُشكّل ظاهرة تفشّي المخدرات تحديًّا ماليًا وقانونيًا خطيرًا يثقل كاهل الموازنات العامـة، إذ تتوزع النفقات بين الأجهزة الأمنية والقضائية والمؤسسات العقابية، إلى جانب كلفة العلاج والتأهيل، ويركز هذا البحث على دراسة الأثر المالي للمخدرات في العراق ومصر عَبرَ تحليل التشريعات الوطنية والجزاءات القانونية المقررة لمواجهتها، وقياس مدى فعاليتها في حماية المال العام والحد من الهدر المالي, ويعتمدُ البحثُ على المنهجِ التحليليّ المقارن للنصوص القانونية ذات الصلة، للكشفِ عن أوجهِ القوة والقصور في تلكَ التشريعات، واقتراح سبل تطويرها بما يعززُ كفاءة الإنفاق العام, ويحقق التوازن بين متطلبات الردع الجنائي والاستقرار المالي.
